Who buys, and who decides

Tawazun Council was established in 1992 to manage the UAE's offset programme and was appointed lead authority for defence and security procurement in 2021. That change put purchasing and industrial participation under one body. EDGE Group, formed in 2019 by consolidating the country's defence and advanced technology firms, is the industrial counterpart — for most foreign suppliers a partner or competitor rather than the customer.

What is expected back: the Tawazun Economic Program

The Tawazun Economic Program, formerly the UAE Offset Program, is the mechanism through which the country converts defence spending into in-country value. It is directed at capability development, technology transfer, accelerated adoption of new technologies and R&D inside the UAE rather than at generic economic activity.

How suppliers actually enter

Because the same council now decides both the purchase and the industrial return, and because EDGE consolidates much of the national industrial base, market entry tends to run through partnership structures. A supplier arriving with a product but without an in-country industrial proposition is answering only half of what is being asked.
