What a record rests on

Open-source intelligence is a discipline, not a shortcut: open sources are where it begins, not what it delivers. A SIRAT record is assembled, not collected. What is published is the evidence beneath it, and that evidence answers to a single rule — it must be material its owner put into the open.

We buy no leaked documents. We use no material that appears to have escaped its owner. We run no human sources, and we hold no confidential information entrusted to us by a third party. Every piece of evidence we hold was put into the open either by the organisation it concerns or by an authority acting in its official capacity.

• Official sanctions and export-control publicationsThe consolidated lists issued by the authorities that maintain them, and the regimes behind those lists.
• What an organisation publishes about itselfIts website, product pages, catalogues and public statements.
• Public statistical and budget seriesIncluding defence expenditure data published by research institutions.
• SIRAT analyst recordsWritten by our own analysts and identified as such wherever they appear.

What sits between that evidence and the screen — reconciliation, matching and analyst judgement — is the analytical half of the discipline. It is our own work, and no source supplies it.

That does not relieve us of the facts underneath. Every record carries the publication it was read from and the date it was read, shown on screen, so any claim can be taken back to its source and checked. The register of those sources is maintained as an internal record and made available to customers and their auditors under agreement.

What we will not do

• No imagery is copiedNo photograph, brochure scan or logo belonging to another company is stored on the platform.
• No text is republishedRecords are written as structured facts, never as copies of another company's own material.
• No performance claim is madeA record states what the evidence says a system is. It is not our verdict on how well it works.
• No customer is namedWe do not disclose which organisations subscribe to SIRAT.
• No compliance determination is issuedSee section 04.

Correcting or removing a record

If your organisation appears on the platform and a record is wrong, out of date, or you would prefer it were not there at all, write to us. We do not ask you to establish a legal basis, and we do not argue the point.

Reading the sanctions records

Our sanctions screens mirror lists published by the issuing authorities. They are a research aid — not a screening service, and not a compliance decision.

Names on sanctions lists match imperfectly: transliteration, corporate suffixes and common trading names all produce false matches. Every record therefore links back to the authority that issued it, and where nothing is found the platform reports no match in the mirrored lists rather than declaring any party clear. Confirm an entry with the issuing authority before acting on it.

Technical information

The technical information we hold is drawn from published material. We do not collect, request or store controlled technical data, and nothing on the platform stands in place of an export licence assessment.

Personal data

SIRAT reports on organisations, not individuals: companies, agencies and procurement authorities. Where the name of a natural person is unavoidable — a sole trader, or an official named in a public procurement notice — it is processed only because it forms part of that public record.
