Ukraine.

Ukraine rebuilt its procurement machinery in the middle of a war and then turned it toward domestic industry. Two agencies now run purchasing under the Ministry of Defence — the Defence Procurement Agency for equipment and the Defence Logistics Operator for supplies — and in 2024 Ukrainian manufacturers accounted for over 60% of contracted value, with 155 of 236 contracted suppliers being Ukrainian. For a foreign supplier the implication is direct: the opening is in what Ukraine cannot yet build itself, and increasingly it is found through a local partner rather than around one. Who buys, and who decides

Ukraine established two specialised agencies to conduct procurement under the supervision of the Ministry of Defence: the Defence Procurement Agency for weapons and equipment, and the Defence Logistics Operator for supplies. From 1 January 2026 the two were placed under a unified governance framework.

How a requirement reaches the market

Alongside direct contracting, the DPA has used ProZorro, the national electronic procurement system, to engage the commercial market — most visibly for drones, where tens of thousands of units have been bought through the platform. That makes a meaningful part of the demand publicly visible.

A market that localised fast

In 2024 Ukrainian manufacturers became the primary suppliers of weapons, taking over 60% of total contract value, and 155 of the 236 suppliers contracted by the DPA are Ukrainian. Domestic firms produce the overwhelming majority of contracted drones and drone ammunition. The room for a foreign supplier is in the capability gaps, and it narrows every quarter.
