Romania buys under the EU defence procurement regime, which makes the process more predictable than most markets around it and much harder to shortcut. Notices run through the national electronic system, the legal framework transposes Directive 2009/81/EC, and industrial cooperation was placed on a new legal footing in 2023. A supplier who treats Romania as a relationship market will lose to one who treats it as a European tender — the documentation, not the introduction, decides the outcome. Who buys, and who decides
The Ministry of National Defence is the buying institution. Procurement in the defence and national security fields runs under Government Emergency Ordinance No. 114/2011, which transposes the EU's Directive 2009/81/EC into Romanian law — so the procedural vocabulary, the qualification stages and the remedies will be familiar to any supplier that has bid inside the EU.
How a requirement reaches the market
Public procurement procedures are published and conducted through the national electronic system, SEAP, which has been succeeded by SICAP. The platform carries notice publication, tender documentation, electronic bid submission and communication between the buyer and bidders, which means the visible record of a competition is unusually complete.
What is expected back: industrial cooperation
Romania uses industrial cooperation to convert major defence acquisitions into national economic and technological development. Government Emergency Ordinance No. 124/2023 is the current legal framework for offset operations attached to defence and security procurement, replacing the arrangements that preceded it.
